I'm guessing it probably is a "creative spin" on Naomi. People like to make up etymologies for names all the time. Usually if a name etymology starts with "in the case of" (such as Miley, Elian, and Shania), it means that that's how the specific person (usually a famous person) got the name. Other people with the name might have gotten it from somewhere else.
