As a kid I loved it and thought it was pronounced sies-lee rhymes with nicely.
Then I later learned it was pronounced more like Sicily. Which I don't like as much. It reminds me of the place and I don't care much for place names unless they have special meaning. Also it kind of sounds like sissy or that someone is doing something sissily. But I like that it is a plant name and I'm an fan of the fairy artist Cicely Mary Barker.
It is my mother-in-law's favorite girl's name but my father-in-law didn't care for it enough. They almost went with Kiera Cicely nn KC for their daughter but they didn't.
I wouldn't be against using it as a mn for a future child to honor my mother-in-law since she is against us using her fn or mn to honor her if she is alive. She is largely against honoring names whether the person is alive or dead because she worries that children will try to emulate the person they were named for and feels that children should just try to be themselves. She thinks if the honoree is currently living the pressure on the child to be like that person is even stronger.
Went a little off track. In conclusion I feel that Cicely is a good name, I like it but I don't love it for the reasons listed above.
