Frost because it sounds more masculine and it reminds me of Robert Frost.
Snow for a boy reminds me of the evil Snow from The Hunger Games. I actually think Snow is a better girl's name than a boy's name. It reminds me less of The Hunger Games and it seems more feminine.
If you had asked which of these is better for a girl then I would choose Snow because Frost is so masculine. Only feminine association I have with Frost is Emma Frost from the X-Men comics. But I think of her more as Emma or Emma Frost. When I hear Frost I instantly think of Robert Frost or Frosty the Snowman or Old Man Winter also sometimes known as Jack Frost.
