Rather like Virginia, it seems to honour a quality which is no longer greatly valued.
Where I live, it wouldn't work because 'skollie' is the word for gangster, juvenile (or older ...) delinquent, petty criminal etc. and the obvious nn, Lassie, isn't much better!
