I find it pretentious. Other kids might be Salinger, Keats, etc. It's a parent trying to show off their literary knowledge.
It could also be that the person just wants something different from Brian and likes the way Byron sounds. In that case it's whatever. But I really can't stand people who name their kids after known literary figures - especially melodramatic romantic poets.

I kinda assume most people who use it aren't that aware of the poet, since it's already an established name. Keats and Salinger are very rare by contrast.
