I've never heard it as a name. What I have heard is people using 'willies' as a synonym for 'creeps' (as in, "it gives me the willies"), so I think of that.
...oh, wait, I have heard of Willie Nelson. I like some of his songs, but I did think his name was off-putting when I first heard it as a kid.
