I’m not a huge fan of the name. The only person that I ever met called Shirley was the wife of one of my dad’s university friends and she is now in her early 60s

Shirley is the name of one of my grandmothers. She's in her 80s, and I very much associate the name with her generation, likely due to the influence of Shirley Temple.Also... it really does sound like "surely."
