I think it is a beautiful name. I tend to like Greek names. I agree it could be used as a tribute to a Philip or Phyllis in the family (I've got both!) It's not too common but readable and recognizable. As my sister would say, it passes the "substitute teacher test". I think it would be read intuitively by most people (at least in the US).

I like it, particularly as a MN or as a way to honor a Phil. I also like Wilhelmina, Philomela, and Phyllis.
