It sounds princessy to me, but in a good way. I imagine someone with long, dark hair. Cilla is a nice nn, but Prissy is not.
I've always liked it. There was a Priscilla in my high school class. She's the only one I've ever known. Since she was in my high school class, she'd be somewhere between 58 and 60 years old now. I imagine a Priscilla looking like her, tall, thin, brown hair and eyes, slightly buck teeth. This Priscilla was not a stunning beauty, but then not many people are. Average-looking.
I think that Priscilla would make me think of a tallish person, stylish and good fun to be with ... were it not for the only Priscilla person I've ever known. Sallow skin, beige-blonde hair, face permanently discontented so she resembled a grumpy Pekinese; a year or so older than me but so lazy, arrogant and dim that I finished school two years ahead of her.
So, Priscilla must be a really good name, to overcome all those obstacles!

I've recently started to like it, too, which is mildly distressing because it used to scream pretentious at me and sound like it could be one of Cinderella's step sisters.
...it's so fun, though! Maybe it's partly because I've heard more Pr* names lately.
Some other names I like that I'd group it with: Regina, Prunella, Pansy, Drusilla, Octavia, Gloria, Augusta, Benedicta, Penelope, Patience, Lucinda, Romilda, Camilla.
And some names I don't particularly like but that it seems similar to: Patricia, Barbara, Lavinia, Narcissa, Cynthia, Claudia, Lucilla, Constance, Tiffany, Fenella, Lydia.
Prissy seems unfortunate to me still, and Cilla by itself is a bit irritating, probably because of word associations. I'd only like Prisca as a NN but also don't think it needs one.

I know a Priscilla who was named after Priscilla Presley :) She has beautiful long black hair. Outgoing and friendly. No nickname. She’s in her early 20’s.
In England a prissy isn’t positive. It means stuck-up, prim.

Nice name
I'm not fond of it, personally, but I admire how interesting it looks. It sounds like a dainty teenager from the 1850s but also an 80 year old woman in the 1970s.
Also wan't this Cilla Black's full name? I always thought she (in name only, Priscilla Black) would fit very well into the Black family tree (Harry Potter) alongside Bellatrix Black, Narcissa Black and Andromeda Black as a fourth sister.

Cilla Black’s full name is Priscilla Maria Veronica “Cilla”.
And I always thought she started out as Priscilla White, but that could be an urban legend.
Looked it up and found this quote "He suggested her stage name (changing White to Black), so she and her family could keep their privacy." which is a legitimate reason for the seemingly odd change
