I agree. Cecelia looks better to me, especially because most words structured like Cecilia would be pronounced "sess-ill-ih-ah" rather than "sess-see-lih-ah". I know that's not the case with Cecilia, but I can't help but pronounce it like that in my head accidentally every time.
Though this might heavily depend on where you live too.
It's a very pretty name, elegant. Cecilia / Cecelia sounds like a girl with good morals, intelligent, feminine, but not the type to live on a tan bed or wear bright orange fake tan and smell like chemicals.
Though it has no nicknames I like (not an overly negative thing, but still)
The meaning "blind" does not bother me, personally
