Germany/France but this name isn't used in Germany. I have, however, seen Celine and Céline here several times which is pronounced seh-LEEN here.
In France Céline used to be extremely common (seh-LEEN). Selene is used but not very common and would sound more like seh-LENN.
If I saw it I would assume someone with an English speaking background and say seh-LEEN. I like it.
I think in Italy it has a three syllable pronunciation, like Celeste.
