I like it! I think it's usable if you embrace the witchiness.
Circe is a very cool name. I doubt its usability, though - not because of the character from Greek Mythology so much as... well, Cersei Lannister.
I ADORE Greek mythology names and I don’t think this is too hard to pronounce and spell if people know it’s Greek.
Although the character is a little controversial (From what I remember,) I still love this name as a first or middle name!

Pronunciation issues would drive me dilly. Seersy? Kirkeh? Sirzy? Chirchay? I pass.
Circe has a nice sound in the English pronunciation. The meaning is fine. I'm not familiar enough with the Odyssey to comment on the association with the character. I wouldn't use it as a first name for a child, but it could make a cool middle name.
It's not an attractive sound or mythological association. I don't see any advantage to using this for a person. It's trying way too hard but I'm not sure what it's even trying to do. It kind of sounds like some mythology buff's purebred dog.
