I think they’re a bit too similar. “Phoebe & Bea” would roll off people’s tongue, with Phoebe not having a strong nickname of her own. Too many “B”s going on.
Phoebe & Phoenix? (Phone autocorrected & I thought, why not!?) Beatrix & Phoenix?

Beatrix & Penelope? (Bea or Betty & Penny)

Rhyming Nicknames?I think both names are beautiful in their own right, and are really complimentary. Also, you could make rhyming nicknames Phee and Bee (spelling obviously varies, but first I thought of).
