My instinct, with my little knowledge of Gaelic / Irish pronunciation, is that this is pronounced EE-van. In looking at the name, I see I'm correct!
The name is pretty, I agree; sadly, I don't think it's usable outside of Ireland. I would've said unusable outside of a Gaeltacht, but it looks like a lot of original Irish spellings of names, particularly feminine ones, are trending throughout the island (Fiadh, Aoife - I've actually seen this in the U.S. - Niamh, Caoimhe, Éabha, Sadhbh, etc.).
