What type of names can be submitted to the popular culture section without getting deleted?
Pikachu is in the main database, Jubilee and Jubilation are submitted..
But Spongebob and Super Mario character names are removed. What is the connection?

I see Spongebob in the submitted database, and Nintendo's Mario is mentioned in the main database (at the name Mario).
There is no hard and fast rule about how notable a name has to be. If it's in "popular" culture it should be somewhat notable. A general rule of thumb we've used for the namesakes, is that if the figure in question has a Wikipedia page, then they are notable.

Thanks. That makes more sense. I was confused about the name Plankton getting deleted, but then I learned that Plankton is actually the surname of the character. How did I forget that his first name was Sheldon?
