I rate it very highly. Given another daughter, it would have been a very likely choice. My father was one of the last Cecil people - there are a few coming through now, but he was an outlier - and I wouldn't use that, but the fem version is lovely. I would have enjoyed being a Cecily myself, but my parents didn't think of it.
