Where did you find it? My first and cynical guess would be: a version of Dylan. But without a context, it'shard to tell.

One day I was playing this game and my character just so happened to be born in China. As a first name, Dulan popped up. I woukd assume they wouldn’t give it as a randomized name if it weren’t ACTUALLY used as a given name, but I looked it up today and I know a place in China has the name.
