I dislike both names strongly. Neither are pleasant namesakes, and the REEEEEE- sounds in the former is nauseating.
Regan is firmly feminine, Reagan is GN, but I slightly prefer it as a masculine name.
Regan for REE-gan, Reagan for RAY-gan.
Regan Titania, Regan Estrella, Regan Arianna, Regan Angelia
Reagan Fred, Reagan Fiorenzo, Reagan Boreas, Reagan Antonius

1. Like others have said, Regan makes me think of King Lear, and Reagan makes me think of the president. While those aren't exactly the best associations, it could be worse.
2. I feel like Regan is more feminine and Reagan is more masculine. Ironically, all of the Reagans I've met irl have been female, and the only Regan I've ever met was male.
3. Regan? Don't really like either.

Not a fan. Reminds me of the US president or the horrible sister in King Lear.

Regan if you like King Lear and want to pronounce it "REE-gan" or "REH-gan", Reagan if you want to pronounce it "RAY-gan" and you don't mind if your baby grows up to ruin the economy and sabotage public health

Normally I'd aim for boyish names for something like this, but the King Lear association seems to allow more leeway for Regan-on-a-girl:

I think of Regan REEg'n) as feminine because of King Lear, and Reagan (RAYg'n) as masculine because of Ronald. I don't like either one, and the fact that they look like but don't sound like variants of Megan doesn't help.
