Victoria's nice but I hate Vicky / Vickie / Vicki and Tori. I would prefer it spelled Viktoria and I love Vika as a nickname. I think Victoria makes a good middle name, though, and I like the meaning.
It sounds good paired with strong war-like first names, like:

I love Victoria and named one of my dolls this many years ago now. I have known one girl who was as school my school that went by Vicky. I think she was two years below me. Then there is a British comedy show from around 20 years ago called Little Britain and in that there was a character called Victoria (Vicky) Pollard. I also know one girl who’s given name is Tori not Victoria. Her parents said we like Victoria but feel it’s too for everyday life and people will always shorten it. This way we get a name we want without everyone shortening it.

I like it well enough, but it is inconveniently long for everyday use. My friend's parents thought the same and named her Vickie Patricia. If I'd had another daughter, I'd probably have used Vickie as a mn, but not as a fn.
Vickie herself likes her name well enough; she says her father registered her birth and when her mother found out, she was mildly annoyed because she preferred a different spelling - I've never asked which one, but probably Vicky I think. She also says that when she was in trouble at school or at work, or when someone had to give her bad news, they'd automatically use Victoria and she'd just as automatically ignore them until they came right up to her and made it clear who they were talking to! She has never felt that it is her name, and of course she's right, but people assume that Vickie isn't a full name.

I think Vika (vee-kah) and Tori are kind of cute for other people, but I don't love any of the NNs.

It sounds a bit tired to me in the US but not extremely so (it was never 10 top at least), and it has a statuesque quality that makes it a nice grounding middle name.
