I don't like it at all. It sounds horrible.
Absolutely hideous.
Don’t love Portlynn but I did just meet someone who named her daughter Porter and I thought that was so cute!
Looks like Portland written by someone with an alternative approach to spelling, and begins with "portly". Hard pass.
Awful. Port? Dock? Harbour? Not a good idea, and teaming it with the sadly dated -lynn does it no favours.
I disagree that it's usable. It's got "portly" right in it.
I think it sounds really silly and I think spelling place names that end in -land with "-lynn" is REALLY silly and will be seen as sooo tacky in a few decades.

My initial thought was "Yikes."
I really really really really don't care for it

It would be cruel - Portly Portlynn went to the Porta potty.

Portland vibe at it's highest and i am not even american. Maybe just Lynn?
Adequate, but uninspiring.
tl;dr: Sounds like Portland. Portland would be a better name than Portlynn, in my opinion, just because it refers to something and has a conventional spelling. Nobody has to spell out Portland for anyone, but Portlynn would probably have to spell her name out.
Portlynn is usable and dignified enough ... but really only because of the existence of places called Portland. Otherwise it looks like Port + lynn, and Port isn't a name, so that's kinda odd. It's surely not about ports, or portliness ... Seems like it has to refer to Portland. But, which Portland? Oregon, a city with a mixed reputation? or maybe Maine?
Oh, and I've seen Courtlynn - sort of a smush of Courtney and Katelynn. It does remind me of that as well. So that makes it a little more intelligible as a name. Sorta typical American invented name, that sounds more like a name than like anything else, but isn't generally appealing enough to become trendy or popular.

Absolutely not. It’s awful!
