I prefer it to Vickie/Vicky as terms of a nickname to Victoria. However, I can't seem to warm up to it nearly as much as I would like. It's on the slightly dated side, and unfortunately brings to mind, "actress" Tori Spelling. 🤢

As a given name, absolutely not. Even as a nickname for Victoria, it's dicey at best.

I could see it on a little girl today. I’d say it’s at equal ranks with Amy or Sarah in terms of being “dated”
It’s not like Nancy or Stacy at all. It’s still pretty.
I would prefer Victoria, but she probably would get called Tori anyway.

Impossible in the UK, where the Tories are the Conservative Party in nickname form. I've never seen it used in South Africa either, though it might have been. It doesn't appeal to me, politics apart, and in general I dislike using nns as full names; it seems gratuitously limiting.

I wholeheartedly agree, your best bet is using Victoria nn Tori.
More of a stretch, it could be short for:
Astoria
Toriana
Castora
Satoria
