"Silly" comes to mind first. It's fine I suppose as a nn. But if it's the full name then no, I'm not on board.

It's not terrible, but it's quite dated and unfortunately is seen by many as a stereotypical "elderly black man" name. Also, in some areas Willie/Willy is slang for penis.
