I agree with everyone else; it should be fine, if you aren't too close or have positive associations (despite being close). Perhaps, use Emma as a middle name (for another name you like), if it bothers you? Regardless, I think that you should name your daughter what you please, no matter the situation.
I think with situations like that, I would consider what the relationship is like with the other person in question. Are you very close friends? Do you barely see each other in person and talk only occasionally? Or are you only friends with them on social media?
I think if you barely interact with that person and the relationship with them was positive or somewhat positive, using the name you like should be fine.
If you're close to this person, see each other often and have a good relationship often, I would have an open and honest discussion with them and explain your feelings.
If there's a negative relationship or negative feelings, I wouldn't use it. It would just bring up bad memories.
Of course, these are just suggestions and it's up to you in the end. Do what feels best for you.
Otherwise, maybe you could use Emma as a nickname for another name?

I named my cat Rose even though there was a girl I went to school with growing up named Rose that was kind of rude to me at times.. it wasn't after her obviously I just liked the name Rose and I wasn't going to let this girl stop me from using a name I liked. Common names gotta common name. Though this might have been a different conversation if the girl's name had been eccentric like Jupiter-Esperanza... I'm not using the name then because the Jupiter-Esperanza I went to school with is very likely the only one.

Is it weird? I mean maybe, you're the only one that can answer that for yourself honestly. Do you have negative associations with the other Emma? If so, is it enough of a hindrance to keep you from using it? My personal opinion is that if you still like Emma enough to consider it: your perception of the other Emma isn't bad enough to disqualify it's usage. Even if the other Emma is someone you just casually know, the name Emma itself is common enough that people won't assume it's after other Emma, just An Emma. People can coexist in the same social sphere with the same names without being named after each other. It happens all the time. Is it allowed? I mean Of course!! You're free to name your daughter whatever you want at the end of the day.
