I've seen either spelling for both genders, though Noa seems the default feminine spelling. So it doesn't look incomplete to me, just feminine...even though both English names reflect the feminine name in Hebrew. Whatever.
I think it's wholesome and popular - somewhat bland. I like it and prefer it to most other similar sounding names (definitely to Nola, Nova because those kind of annoy me; probably to Noga, Noam because it seems simpler).
