Not really. I can see that using Fanny as a nn for Frances, or for any other purpose, would be unsuitable in today's world, but I don't think Frances (which I like) needs a nn anyway.

It's alright. Fran is better than Jan, Pat, Madge, or Jo, IMO. I even like it more than Ann and Joan.
It's kinda the same vibe as Eddie for Edna, Lou for Louise, Dot for Dorothy, Sal for Sally, Barb for Barbara.
My mom's best friend from college was called Fran, so it seems real and likeable to me.
Only as a nick for Frances / Francine, though.
I don't like Frannie / Franny.
