Yes, the story follows the friends as they are leaving college where they all met and got these nicknames. And it diverges into them starting their lives as working adults while maintaining their friendship.

Well, Théophraste is meant to be french-canadian, though I suppose he could be mainland French or even Haitian. Caesar is meant to be Jamaican. Franklin and his sister are meant tk be mixed- Cuban and white. Rogue named herself after Rogue from X-Men, Rouge after the city of Baton Rouge, Revel from the Reveler NPC in Skyrim. Rook, due to his father being a military commander, and him being a rookie in comparison.
