It probably depends where you are living. Patricia is what I'd call a "dated classic" in North America because it was very popular for the baby boomer generation, but in other areas it's more current.
And even though it is dated, if I were to see the name "Patricia Jones" on paper I would not immediately think they are elderly. Patsy or Patty seem old fashioned, but Patricia in full feels ageless to me.
So I'm going to say, no it isn't.
