It doesn't work for me at all. You could just name her Nora, it's a well established full name and in the top 100. It seems pretentious to me and complicated, because people will always assume that the full name is Nora.
Nicknames derived from the last syllable of the full name hardly ever work for me. I know an Aidan who gets called Dan and I was so confused at first. I also know a Gabriel who goes by Eli and always thought it was his middle name, because it is pronounced ee-lie and unlike the -el in Gabriel.
It will just be annoying and confusing and Nora doesn't feel nickname-ish in the slightest.

I love Eleanor and Elinor, and I don't mind Nora as an independent name. But it doesn't convince me as a nn for El**nor.
