I think Juliet Ruby flows better than Ruby Juliet.
It's subjective and also is affected by the surname. Maybe Ruby Juliet would flow better with a long surname, and maybe Juliet Ruby would flow better with a short surname. In almost all cases I don't think it matters beyond the abstract anyway because full names are rarely said all at once. The main thing I'd want to avoid is the end sound of the first name running into the surname (ex. Iris Smith), but I feel like even that's nitpicky.
