Cute, but would get said fuh-LIH-see outside of a French speaking country, which sounds pretty sad. Other than that, I have no strong objections, it has more charm than Felicia.

Fine if you're French. I'd use Felicity.

Even in French, the version Félicité is more common (though not so used at the moment in French-speaking country, it's the version people will be more familiar with)
