There are usually a few congrats games going on at once, though, so even if you miss one, you can sign up for others. It can be really hectic trying to keep track of 40 or 50 players, so I can definitely understand why people limit signups. It's easier for the host, and the game moves faster.

Maybe it's not exactly fair, but I think for some hosts it comes down to limiting signups or not having a game at all.

Especially when in the USA someone hosts a game with a limited number, I can almost never play.

I can imagine you'd like to host a game, but that you find hosting for a lot of people too difficult. So in my opinion it's up to the hoster. I also made a lot of judged games where I said I'd judge the first 12 or so, because when it gets more than that it's too much and not fun anymore for me.
