Vic Reeves doesn't seem to think so, he called one of his twin daughters Nell (the other is Elizabeth BTW). That aside, I don't think it is too nicknamey.

I like Nell better. I don't think it's too nicknamey, but I'd personally prefer to use it used as a nn for Elinor.

I like the Nell spelling 100% more than nelle. The extra "e" makes it look like you're trying really hard to make it a full name. I do find it too nicknamey for a full name, but there's nothing wrong with Eleanor. It's a beautiful name.

I like Nelle it looks more feminine.
I don't think it is too 'nicknamey' but personally I wouldn't use it.
