Ryu/Ryoo and Rue aren't pronunced the same way in the slightest, so they aren't spelling variations.
Besides that,

intransitive verb : to feel sorrow, remorse, or regret
Otherwise, I would Rue very pretty. But as it is, I'd save it for a character--maybe as a middle name.
