Hello, congratulations and welcome!
I'm not against place names as fns. But Dakota seems to be one of those trendy, flash in the pan names. Here today, gone tomorrow. Sorry, but I just don't like it. I can't imagine a 40 year old man named Dakota.
But just because you're so sweet, how about:
Dakota Thomas (Thomas = twin)
Dakota Nicholas
Dakota Patrick
Dakota Matthias
Dakota Eli
Dakota Nathaniel
Dakota Jeremy
Dakota Andrew
Dakota Jacob
Dakota Joseph
Dakota Simon
Dakota Levi
Dakota Zachary
Hmm. I'm not big on Old Testament / Biblical names, but they do seem to combine nicely with Dakota. At least they do to me. Perhaps it adds to the frontier feeling of the name.
My rule of thumb on unusual names is to pair it with a more conventional name. It anchors the name to reality and avoids the impression that you are trying too hard.
Have you considered names for the other twin? Feedback is always appreciated. Thanks!
