Your sister and the rest of the family would know without asking that you weren't naming a son after her Peter, so I wouldn't worry too awfully much about that. Unless she is still so sensitive over the past relationship that his very name gets her upset.
yes, in many areas Peter is indeed slang for penis. That's something to consider, true. But if it's not common in the area where young Peter would live, not that much of a problem. As he gets older and encounters people who do use that word as slaong (nearly all adults, and most well-brought-up children would not bring this to his attention) he will just learn to deal with it. He may think it's kind of funny, when he's at a certain age. :)
I rarely hear the word peter used as a word, like in "peter out." Not that much of a worry. Good for a laugh or two the first few times he hears the phrase.
As for August, I think of the month. The adjective august isn't used much anymore, but when it is, it is usually a positive connotation, like revered, respected, dignified.
