Oran and Nora?
Both are beautiful Irish names which I love. Is it obvious that they are anagrams of each other? Initially I didn't think that Oran and Nora sounded too similar, but rather complemented each other, but the more I think about it the more unsure I am. Would it be too cutesy to use on siblings?

Oran and Nora sound great together. Most people probably wouldn't even notice, and even if they did, it's not that big of a deal. It doesn't seem too cutesy.

I actually think that it would be cool for twins because they are individual names but with something in common, and not the first letter.

Eh, it's probably too anagram-y for siblings. Maybe mns? I do like Oran though :)

Not too obvious or cutesy - you could always use Odhrán and Nóra/Norah.

I don't think it's too obvious, but I will say that I find Odhran and Nora much more beautiful together. The sounds certainly do compliment each other, I agree with you.
