Is it possible that some of those rare names are not Russian in origin at all? Some of them have what seems to be a Turkish or Central Asian look/sound to them.

Yes, the Russian language has been influenced by some languages as they are its neighbors. So some Russian names are influenced as well. Like Farida on this list, is of Arabic origin, and Ruslana/Ruslan (f/m) is derived from the Arabic Aslan... :)
