Haven't heard it, but the Fan- seems to link with Fanny, once a nn for Frances but not used now. 'Little Frances', therefore? And all the -ette names are French diminutives, to my knowledge.

Somewhat NSFW/PG-13 responseI've never heard this name but it looks too much like fourchette (the thin fold of skin at the back of the vulva) to be usable in English IMO. I believe fourchette is also the French word for fork which is a more neutral association but still not a great name.
