Yes, too perfumed is a really good description. It's not bad, but too flowery.I have a hard time liking any of these names (Flora, Florence, Fiorella etc.).But I do like many flower names.I like Matilda and Edwina.

It's a common last name where I grew up. I think it's pretty.

I think it's a very cute, gentle and happy name, so appropriate for a baby born at Spring time! I read some time ago that names based on flowers and plants are a growing trend. My favorite combos are:
