I guess here in England the name would be stereotyped as belonging to a spoilt upper class girl. So for somebody to want to give their child that name would be as if they were trying to emulate and convey themselves as upper class.

In my part of England (north east) just about every other kid you meet is named Charlotte. It's far from pretentious. Whereabouts are you from?
