Hart, Fawn, or Maral if what you're going for is the deer connotation. Roe to me is, like other posters pointed out, too closely tied to abortion politics and fish for me to consider it anything less than unpleasant as a name.
Rowe is a popular surname in my hometown and I would buy it as, say, a middle name if it was relevant to the bearer's family. It's less unattractive visually, IMO, although I'm still not thrilled with the sound and it'd seem a bit random if it wasn't a family surname or something of that nature.
I might suggest as alternatives with long O's:
Rose
Romy
Romaine
Rosaire
Rosine
Rowan
Rozsa, Rosa, Roza, etc.
Or other short R names:
Rue
Rae
Ruwa
Rina
Rika
Rita
Ritva
Rhea
