I absolutely love the name Phoebe. It conjures images of both a sweet, sensitive girl and a confident, strong woman. It's classy, elegant, and ages well. I think the reason some don't like it however is because it reminds them of the word "feeble," or it sounds a bit whiny, but I personally do not get that impression. I also adore the nickname "Phee" or "Phoe," depending on how you would want to spell it.
