Skylar is not unusual or uncommon, on either girls or boys. It's not a combination of Taylor and Sky, it's a form of the surname Schuyler, the spelling of which is not common for obvious reasons.
I don't like Skylar, it doesn't look or sound attractive.
Melody is okay but to my ear it's very hard to distinguish from Melanie, a name I really do like.
Bill has always seemed odd on a young boy. There was one in school with me and even as a kid I thought it was funny he went by Bill, though maybe it was to be expected because there was also a Billy and a Will in the grade with him. It's a nice, friendly nickname for a grown man.

I think Bill is unusual for a young boy as well . I prefer Billy
