At the moment in Germany HARL still exists. However it is extremely rare and local, mainly in Bavaria.
In USA this surname is ranked 47,116, that is much better.
Probably the result come from different immigrations:
Germany, Austria, England (a variant of Harle?), the turkish empire, before 1918 and so on.
In Austria apparently this surname doesn't exist anymore.
The meaning of harl is not clear.

I'll take a guess ... a lot of times there are transliterations of letters ...commonly for an 'h' to change to a 'j' and visa versa ...I'd guess it's related to Jarl ...which means "earl" ...just a shot at it ...
