My guess that it's probably a Latinized form of a Persian name. I highly doubt it's connected to Xavier since that name came over a thousand years later. One thing to keep in mind is that many names from antiquity have fallen out of use, so I don't know if there are any modern Persian names that are close to it.
At the time, Persia was part of the Sassanid Empire, which was quite large and included many regional languages, so the name could have come from a regional language like Aramaic, Scythian, or Georgian.
