Those surnames were put in that category by regular users of this site, not the users who are in charge of adding names professionally to the site. The admins are only supposed to monitor the categories. They'll contribute if they want to. But they usually commit their time to editing submitted names, deleting troll submissions or something else. The categories are just for fun. When people find time to add more names to them, then they will.
