Fine as a nickname, albeit overdone.
As a given name, absolutely not. It manages to sound both immature and dated.
Go with a Kate-related name - Katherine, Caitlin, Kathleen, Katerina, etc. - and use it as a nickname. Absolutely not as a given name.
