Cecily was one of my favorite names as a child. Nowadays, I alternate between loving it and finding it too soft.
Cecilia, on the other hand, has always seemed overly frilly and prissy to me. Even snobbish - despite being more popular than Cecily. I prefer both that, and Celia, to Cecilia.
(But Cecilia is better than Cecile, which just sounds like a whine to me.)
