I like Scarlet and Elliott. Those are the spellings I'm most familiar with. Also, written like that, each name is distinct and looks like a deliberate choice on its own. Scarlett + Eliott/Scarlet + Eliot reads like forced matchiness which is an unfortunate tendency with twin names.

Scarlet Anna Elizabeth is a perfect name. I agree with the people saying Elliott Gregory Thomas would flow best, all lovely names.
