I don't like giving twins rhyming names or names that are really similar. I think that it takes away from the fact that they are individuals. There are thousands of names out there. I think that it's ok to use the same first letter as long as they have very different sounds.
As for the same meaning, I don't think it's a horrible thing as long as the parents really love both names, and the same goes for the theme names. It is a bit much sometimes, but at least they don't sound exactly the same.
